Step 1 — Cut a Small Cone Shape
Cut a small quarter-circle from paper — when you roll it into a cone, it becomes the hat. The size of the quarter-circle determines the size of the hat, so cut it small. Roll it into a neat cone shape and glue the overlapping edge to hold it in place.
Step 2 — Decorate with Colours
Now make it festive. Use markers to add stripes, polka dots, stars, or zigzag patterns to the cone. Try different colour combinations for each hat so they all look unique. You can also use coloured paper from the start for a solid colour base and add patterns on top.
Step 3 — Add an Elastic Chin Strap
